Power Steering issues

Alright so for a while now my 03 EB has had an extremely loud whining noise when I turn the steering wheel. Sometimes it easily turns and then sometimes it takes some muscle to get it going. Power steering fluid looks to be the right color and to be at the right level. No leaks or anything. Anybody have any suggestions? Thanks!

Serp belt slipping or power steering pump is going out.

That's what I was thinking. Hopefully I can get it fixed soon without breaking the bank. Any tips on how to diagnose which one it might be? Thanks!
