Second row seat won't fold back up

We have a 2008 Ford Expedition with a second row seat that won't fold back up. It was put down in the cargo position and now the base will come back into position but the back is locked and will not raise back up. i am thinking it may have something to do with the locking mechanism but not sure. I have noticed that the handle doesn't go completely back to the home position. any ideas how to fix it? I have it out of the vehicle at the moment.
