So when I am on the highway going at normal speed and let off the gas, the rpms drop and it feels as if it is using engine braking similar to if I dropped the shifter to 2 on the column. The rpms don't jump they drop slightly and the exhaust sounds like engine braking. Any idea what this could be?

Clogged converter. Its sounds like you have some kind of restriction in your exhaust.

Are you sure it's going into over drive? If you are cruising at 55 in 3rd gear with no OD, it would feel like engine braking when you let off the throttle. Otherwise, I agree with sgtowing.

Have you noticed a dip in your mileage since it started happening?
You may also want to check the condition of your brakes. A hanging caliper can feel somewhat like that.
