Tensioner pulley rubbing against housing

I have a 1998 Ford Expediton 4.6l 2wd. I am trying to replace the drivebelt tensioner pulley. When i put the tensioner back on the tensioner pulley does not spin freely and is rubbing against the housing ( i belive it is the timing chain cover.) Any suggestions?

Thanks for your reply!! That was the problem! Now all I have to do is get the belt back on. I know it is the correct belt because I put it on before I changed the tensioner pulley, but now it wont go on.
