What is this rod?

Hello everyone, I have just overhauled my transmission. I removed the flex plate to replace the rear main seal. I happened to look up and noticed this..(pictures attached).

What is it, what's it do and what is the best immediate and lasting fix?

UPDATE: I happened to have an intake manifold with the clip I needed on it.

Does that control the air intake or something relating to the injectors?

Would that cause the engine to sound kind of like a diesel when its warm?
