Yep I had a spray wax dry on that part on mine with pretty much the same results as yours.
Turned white and would not wash off.
I just buffed it off with some polishing compound.
Like was said they are "dummy" gauges.
They've been like that on Ford models for the past 15 years or better.

I always just assumed they would since it all comes with the emblem when they buy it to paint it.
If anything I'd pop the center cap off the factory wheel while mounted and just take a few measurements.
I do know that some factory takeoffs will fit with the center caps. Like those ones you posted, I don't see why those wouldn't work.
