2000 expedition 5.4 cat. Monitor will not run

2000 Ford expedition 5.4 L cat monitor will not run. Can’t smog in California. Replaced all four catalytic converter‘s. Replaced all 402 sensors. Replaced all eight spark plugs. Replaced all coil packs. Drove for thousands of miles for over a year the cat monitor still will not run.Need an answer.

Yes.I have reset the code many times everything is ready except the cat monitor!

I had a problem with mine too, Guy passed me after multiple attempts. (Was a friend of the family) I’m not sure if it ever got working, but here are some driving tips I found to help get it done, maybe your just not hitting the right parameters.

What codes do you currently have?

What pending codes do you have???

The only time I see monitors not set is when there are other problems.

There are no codes pending. I’ve done all the driving cycles. I’ve driven the car for thousands of miles over one year.
