The rear wiper has not worked since I bought this one. Was checking things yesterday and noticed the fuse in the dash block.(12 I think it is) was missing. When I tried to put a fuse in it feels like there is nothing for it to plug into. Do these back out or break loose from the fuse block.

Normally no.

If there was overheating at the connection there is a possibility the connectors can back out. Also if there was a previous repair to that circuit in the fuse box the tabs on the connectors may not be locking into the fuse block.

#12 is in fact a 10 amp fuse for up and down for rear wipers. The main power runs through 2 relays in under hood fuse box, 1 relay for up, one for down wiper. Start at the relays, make sure they both have power coming to the power block. As far as the fuse its only 10 amp which leads me to believe it's for lighting a switch to indicate the wipers on. Ford would never depend on a 10 amp fuse to protect a motor, that's a minimum of 25 amps!
