A lot of times a hard pedal (when everything is in good order) comes from collapsed brake hoses. They look normal on the outside but have collapsed internally preventing the fluid from flowing normally.
I think it's to do with the coded key and theft mode. If theft mode is flashing when you put in key in it won't start but if the theft light stays light no flash it will start right up
