2003 Expy Instrument Panel Problem Returns

Well my problem with the instrument panel was short lived. It returned 2 days later. Rather than fight with it I sent it in to be repaired. Was notified today that " we must inform you that some of the items cannot be reset/rebuilt due to internal hardware issues".
So I'm going to have to replace it. My question is can I just replace it with a used one from the same year, make, and model number. Mine has the message center and I plan to purchase one with the message center also. I know the mileage will change but I'll have an affidavit signed and notarized showing the mileage on both units for a future buyer so they know the actual mileage.

Not the standard plug and play. The cluster is electronically mated to the pcm. The dealer is the one that gets to mate them.

Sooooo I would need to take the used one to Ford and have them install and program it? Can I buy a matching used PCM, key, and inst. cluster and plug and play?

As long as the three parts -cluster, pcm & key stay together you can swap without reprogramming. The only issue then is the mileage on the "new" pcm.
I'd check with a dealer and see what the cost is to add in the newer cluster.
