2009 Expedition EB with no low beams

Thanks in advance to anyone who can assist. I have a 2009 Expedition EB that lost low beams in both daylight detection and full time switch modes. Problem started as intermittent issue with the low beams just blinking out and then back on for a bit, then out again. Now they are out totally. High beams work fine, low beam left and right fuses are fine. Headlight selector switch seems to turn everything else on from dash lights as well as running lights, so pretty sure that is okay as well. The bulbs are HID so not sure how to check them, other than I know that the igniters do fine with the high beams and also did fine when the problem was intermittent with on and off of both lamps. I am thinking a relay may have failed but have found nothing intuitive in my manual to help me identify which relay is related and where it is located. Not sure if I want to chase an open circuit, but willing to tackle a potential relay defect if that may be a good possibility of my issue.

Wiring diagrams for your 09 headlamps
The problem could be in the fuse block with the FET's (see page 3 of the prints)
