2011 limited power running boards problem

Hey guys, I have a 2011 expedition limited. The power running board on the driver side will stay out when the vehicle is off. Turn the vehicle on and close the door the running board works as it should. Any ideas?

When the truck is off does the board try to retract and then go back down? Mine did that for a while. I figured the extra voltage from the engine being on was enough to get it to retract.
I cleaned off the hinges with some WD40 and haven't had any problems since then

The steps are controlled by a PRB module. If there is no mechanical obstruction or binding, any "misbehavior" is being caused by the module and needs to be diagnosed that way.
