does anyone know how to reprogram the FOB after changing the battery?

You shouldn't need to reprogram your transmitter...
and you could have figured out how to program it doing a search on google...
You also FAILED to mention a few other key points to reprogramming a remote:
1. the ignition switch is cycled from off to run. there is no position labeled on. off would be one click up from lock and run in one more click. the next click is start and you don't want to do that. won't hurt anything, probably just won't work.
2. The biggest thing you didn't mention is the fact that after the doors lock/unlock once you successfully enter the program mode, the doors will again lock/unlock after each remote transmitter is programmed so if it isn't working you won't get that and therefore have a transmitter problem.
That's not negativity, calm down.
Check and make sure you have the batteries in the right way and make sure they are making a good connection. You could go to autozone and use the remote detector tester to make sure your keyless entry is working correctly to eliminate other variables.
