99 Expy With 4.6L COP. Have or Have Not

My 99 Expy with a 4.6 is at the shop. It's is getting a new heater core and intake. While there they are doing the plugs, coil, and coils over plug. The shop just called me and said it only has wires and no coil over plug.
Is this correct?
I thought all of them had coil over plug.

The 99 4.6 does not have COP's Ford started using COP'S on the 2000 Expedition with the 4.6
