I am looking for web links with 99 XLT specific troubleshooting guidance or comments from the board.

Go to a Pep Boys or Advanced Auto. They will hook up an OBDII scanner for free and read the codes. Then buy a Haynes manual, or send us the codes and we will help you out. We really can't divine anything until we get the codes.
