air flowing from only certain vents

Folks,

I have an 09 EL (or Max) Limited. I've read a lot about the blend door actuator replacement but I think I might have a different problem.

I only get air out of the floor vents and defrost/windshield vents. No matter what setting I choose (floor, face, windshield) I always get the majority of the air on my feet and if I choose windshield setting I get some on windshield and still majority on my feet. Nothing ever out of the face vents

Is there a directional door actuator that I need to replace?

I have no issue with requested temperature of the air, just issue with where its coming out.

Any thoughts?

I believe there are two sensors(actuator). One is for the temperature which is the one behind the radio. The other one is for the vents which is located on the side of the black Ac box in the drivers side. I hope this helps.
