Can't get my push bar off.

I am trying to remove the bar from my 98 to put on my 2000. The bolts through the frame are loose, but now the bolt just spins. Feeling around the sides I didn't find any access holes to get a wrench inside to hold the bolt. What am I missing?

I've got the same issue with my front skid plate bolts. The heads just turn but I don't see how to get inside the frame to hold the nuts.

So how were they held to begin with? I was thinking I'd use a nut splitter and just buy new hardware. I just need to find a splitter that can handle a 3/4" nut.

What grade hardware should I replace with?

Grade 8 hardware, even if it is just for show, you never know when you might bump that wall LOL
