I have an expedition and a navigator.... The problem is with the navigator.....
Heading home last week truck cut out and died.... Cranks strong but will not start.... Thought maybe the fuel pump so I pulled the gas tank and fuel pump out... With a light probe I tested to see if there was voltage at the pump, there's none... Tested for power at the intirtia switch, none.... Half the fuse in the fuse box (under steering column) have no power..... Fuel pump relay slot has power to one slot while most of the others have power to 2 slots..... Prior to this both back windows and front passenger window all stopped working.... Has anyone else experienced this? Is my wife's truck..... Just picked up a volt meter, but have no clue how to use it..... Just took out the fuse boxes from under the hood to see if any bad wires are visible.... Can't seem to find any..... Was going to buy a new pump this payday, but $300 is a waste if it's not the pump...... Any suggestions would be great, thank you.....

Its good you have a meter You can look on youtube to learn how to use it or read the manual that came with the meter. Keep in mind that you will be working on a 12 volt DC system Now it also is important that you post which year the Navigator is.

Check the following link as it will help you for testing fuses.

Let us know when you are ready to start testing the system and again what is the year of the Nav.

Check the fuse for the powertrain control.module. You can find it in the owners manual. If you dont have a mamual, you can download it from the web.

Some fuses will have power going to them at all times

While some fuses will only have power going to them when the key is in the run or start position

Yes, I tried starting it in neutral.... Is a 98..my 97 expedition is identical so I put my light probe in the second slot under the fuel pump relay, turned the key to the on position, and the probe lit up.. However, doing the same thing in the navigator it doesn't light up..... There's power missing somewhere, but can't figure it out.... Was wondering if anyone ever had the same issue in hopes that it was a common problem...... Also wish I would get a notification when someone comments on here rather then having to open up the Web page to see... Thank you all... Anything helps I've tried everything I can think of....

check for power at fuse #13 in the Battery Junction Box (under hood) this fuse is hot at all times.

Check for power at fuse #30 in the Central Junction Box (under dash) the key needs to be in the run position to check this fuse.

Thanx for the repies.. In Sunday I messed with it all day. Power is not going through the fuel pump out EEC relay when the ignition is turned. Put a jumper wire in the EEC relay, and power went through the fuel pump relay..... Still wouldn't start. Probed the bottom side of the little black diode to find there was no power traveling through to the other side... Put a jump wire (small one) to bridge the diode and it started right up.... It wouldn't start running if I took my foot off the gas pedal, but I was able to get it out of the driveway and into the carport for now...... I'm pretty sure it has something to do with that diode at this point, but nobody seems to sell them nor heard of them...... How can you tell if one is bad? Anyways I work crazy hours 6 days a week, so finding extra time to tinker with this thing sucks.... Thank you all for taking the time to read this and comment.....

I would rather tackle electrical jobs than anything else - they are usually good for mental challenges.
