Door won't open

how to I get the rear passenger door to open. Both the inside and outside door handles can not open the door on my 1999 expedition. I do I get the lock to open?

So , what Expedition, what year? (fillin in for da Moose)
Did you try anything with using fob to lock/unlock or other way to activate that, then try handle?

1999 Eddie Bauer 5.4L. The electronic actuaters work, but the one on this door that won't open was sitting higher than usual. I didn't try to unlock the door and try the handle at the same time. I did take off the door covering on the inside of both rear doors to see how they operate. On the door that works, I can pull the connecting road to the door closer mechanism and it will open - quite easily. However when I try this on the door that will not open with inside or outside handle - it will not budge.
