DvD player pulling amps won't shut off.

2006 expedition, I did a Parasitic Draw Test and found two problems.
Fuse 4 dvd player was pulling .9 amps. The screen looks slightly illuminated. I pressed the power button and the screen went black for a few seconds, and then back on. It looks like a black screen savor. It also ejected the dvd on request. key out and had not been started for hours.
Second problem was fuse 21 instrument cluster, (B+) interior courtesy lamps, puddle lamps (outside mirrors). It went from .9 amp to 1.56 amps with both fuses in. So fuse 21 is pulling about .60 or .70 amps?
The dvd player should not work unless the key is in correct? I don't see a reason for fuse 21 to have a pull at all. I had the door latched, lights were not on.
Could someone point me in a direction to start trouble shooting.
