Fleet vehicles de-tuned?

I have had other Expedetions with the 5.4 that had great power. I purchased
a 2000 Eddie Bower that was a fleet Vehicle and it seems to be under powered compared to my old ones and other I have driven with the 5.4 engine. Does anybody know if the fleet cars are detuned?

Fleet vehicles- Avis, hertz, rentals I don't think so....Police and Government, yes to a degree...I was told by a Ford Fleet mechanic they are only running at 60% of their potential in order to extend life and fall into warranty longevity...i.e. massive premature failure due to hard driving. I bought a edge programmer for 5.4 expy and wow it came to life...and it really jumped my gas mileage. Hope I answered your question

Given the same motor, the things you would notice the most would be tire sizes and rear gear ratios.
