My 04 has had this issue since I bought it. The gap between the hood and headlight is much larger on the drivers side than on the passenger's side. It's always bothered me how the front clip on the second gens is so floppy, I can grab the bumper cover by the fog light and lift the whole thing maybe a half inch. Most of the 2nd gens I've seen on the road have the issue with the sagging front clip on one side. Has anyone fixed this? I want to tighten it somehow and close the gap on the drivers side. It may be due to my radiator support starting to rust but not sure.

My support would be considered "gone" in most mechanics eyes it's so rotted.. Lol... But my front clip sits up fine and level and I just removed it and added a new black limited grille with no issues. So leads me to believe the rad support is not your issue.
My suggestion is pull the front fascia (entire thing except headlights) and see if something isn't clipped or holding or bolted in properly. If everything looks fine then I'd just drill some support holes and add some bolts or self tappers to hold it up more securely (as you said you can lift it up to correct position) other than that there's much else I think you can do
