hazard flasher fuse location

I have a 98 expadition xlt , the hazards don't work, the manual shows the flasher and relay location, but they are fine, the turn signals work and no bulbs are out, @ the dealership one of the gophers mentioned(in front of my service rep) that like his mustang the fuse for the hazards is located up under the dash not in the fuse panels does anybody have any idea where he fuse is or whats the problem? thanks, BLE

Well,,,, now the hazard's work,but only when the steering wheel is in the highest position, sounds like an open in the wiring probably where it bends at the steering wheel's piviot point,,,Or is this how Ford designed it.
