head gasket

My 1999 expedition lost power and looked like water in the oil.took to dealer they said blown head gasket and cost 3,400. so decided to find someone else. well my question is does the whole engine have to come out in order to replace head gasket. and the cheapest shop is 2,100. is that how much it can cost.

no the engine does not have to come out but that is the easiest way to do it and i think the labor is the same either way
