Horn stopped working

Wife's 2007 Expedition horn stopped working @168K miles. Cruise works fine. Horn does not function when depressing the button(s) or the remote key. Since the cruise works, I think this rules out the clockspring. I checked the #24 fuse and it's okay. Is the horn relay replaceable, or is it part of the sealed power distribution box? I haven't pulled the wires to see if the horns both work going straight to the battery yet but since neither is working I don't think that's the issue.

How did you check the fuse?

The horn relay is non-serviceable but if you know what your doing and good at soldering it can be replaced.

Is it a cold solder joint problem? I've heated circuit boards up to fix that issue before. And where is it located?

I haven't pulled the wires to see if the horns both work going straight to the battery yet but since neither is working I don't think that's the issue.

While there are dual tone horns, both are fed by the same power feed, and both share the same ground as they mount on the same bracket. Fairly certain they are easily accessed by removing the passenger side headlight.
