incentives for sept. ?

planning purchase of 18' ltd.
purchasing from out of state dealer. incentives vary by region.
does anyone know: 1) is the region determined by where buyer resides or where unit is sold ? 2)
any info on incentives for sept. ?

[Flexpedition]

Ford incentives, like state taxes, are based on purchasers mailing ZIP code, ie: the address that goes onto the title.

I looked at Edmunds real quick and most Expedition promos are July 10 thru Oct 1.
