Following up to my own post, in case it helps anyone:
The key feature (see what I did there...?) turns out to be the replacement p/n (and, it looks like either of these are the "CWTWB1U793" FCC ID, so that wasn't the issue after all).
SO, my initial, non-working aftermarket keys were 164-R8056. Couldn't get them to pair or for the car to "see" them at all.
Once I realized there was a physically-identical, but different RF standards/protocol key out there, I tried
164-R8000.
This was the correct key, paired on the first attempt*, and no drama getting the PATS programmed once I had them cut (via the 2x key system; FORScan doesn't appear to be capable for my year/model). These are the ones I ordered/am now using:

So, $35 bucks or so all-in for the aftermarket keys + cutting them at the local Ace Hardware: I now have remote start working flawlessly plus two new keys for the vehicle.
This is all applicable to my 2017 Ford Expedition XLT 3.5L; I cannot comment on other/different models. My understanding is that it should be the same for all 2015 - 2017 Expedtions, but I cannot prove that.
* I see in my previous post that I was still using the wrong pairing technique. I later discovered the 8x cycle of OFF/RUN/OFF/RUN... w/ the existing key to enter the programming mode. Still didn't work for the keys I'd ordered.... ALSO: I learned the hard way that pairing one RF key means pairing them all! Once you pair a key fob, it erases all previously-paired fobs. You need to pair ALL fobs during the same session (in my case, four: the two new keys + the two existing/previously paired factory keys).
