Guy at the shop said I need a new catalytic converter. He gave me a price of $1300 which includes parts and labor. I am finding the parts online for less than $500. Why is the labor so much? Does it take a good amount of time to replace it?

for one thing the part you find on line is your price
His price is his cost and mark up.
Maybe you should ask him for a break down of his price parts plus labor and then ask him how much it would be if you provided the part.
Although you will most likely get many answer's to your question here on the forum it all boils down to what he is going to charge you You could also consider going to a different mechanic for a second quote on price

Troyer performance was able to get me a suitable (passes the smog test) 'generic' replacement for my 97 f150 at a much lower price.
