One high beam out - Not the bulb

My right high beam is out. It won't light at all. High beams or flash to pass.
I checked all the fuses (7,8, & 23 inside). The left side high beam works fine.
I have Anzo housings, but replaced the left side with the old housing to test. Still no luck.

I've swapped bulbs and get no light either.
When I check the voltage at the wires with no bulb in, I see 12V with the high beams on. When I put a bulb in and then check the voltage again. I only get a few hundred millivolts.
It seems as though there's a high resistance in the right side high beam circuit.


Thoughts?
Is there a high beam relay somewhere? I couldn't find one in the interior or under hood fuse blocks.

It looks like the low beams are powered separately, but the high beams are powered together.

Is that right?

My low beam on that side would be intermittently dim/orange as well. So I started following and wiggling the ground wire. When the low beam was orange I could wiggle a single ground wire splice and it would get bright. When that happens, the high beam would work (not really well) but the splice would get really warm. I cut it out and re-spliced it. Not all the lights work well.
