Park assist and 4x4 module blowing the fuse

I have a 2010 expedition limited. Here as of recent I have had a reoccurring problem of the fuse blowing. This takes out the backup camera as well as the 4wd. I also have a bad clock spring. Is there is correlation between the 2 or do i have another problem. The air bag light is on and the steering wheel hands controls and horn do not work. I am pretty sure the clock spring is bad. The camera issue came up shortly after we got a heavy snow and I had to use the 4wd for a few days in a row, but the last 2 time the fuse blew I wasn't using the 4wd.

Update I have replaced the clock spring today all my steering wheel controls are working now as well my horn. The cruise control is still not working and I continue to blow fuse for the 4wd module/park assist. I can't seem to locate a fuse or relay for the speed control
