PLEASE HELP - Won't shift out of PARK

Please give me some advice. My 08 Expedition started not wanting to shift out of Park last week. It took multiple attempts and it's been getting worse. I noticed a couple of days ago the brake lights wouldn't work when this occurred. I kept tapping brakes until the brake lights came on and then it would come out of Park. I went ahead and replaced the Brake Light Switch but it's still not working. What do I check next? I can do the manual over-ride to get it into gear, but the brake lights still aren't working. I also checked the brake light fuse and it's good. Any suggestions would be greatly appreciated.

I think there is a shift interlock solenoid in the steering column that releases when the brake pedal is depressed. Check for voltage at the plug to iit when the pedal is depressed.
