Popping Noise From Rear A/C Blower '03 Expo

Question has anyone had an issue losing power around the 35-50 mph mark? I’ve replaced the plugs and coil packs. It I turn the OD off it helps until I get past 50 mph but that can not be a long term fix. Any thoughts?

I replaced the actuator on my 2005 Expedition a couple of weeks ago. Following the forttechmako something, YouTube instructions, I did not remove all the trim. I got lucky not dropping any screws and I got scraped up arms along with a very sore wrist. If I had to do it again, I'd remove all the trim and replace both plastic switches/actuators.
