At random, I picked a 2017 Expy and ran the CarFax (for free at the dealer who is currently selling it), and came up with this:

Scroll to the Details section and we find it was first titled by the FL DMV in Oct 2016, to an entity addressed in Tulsa OK. That was renewed in Mar 2017. Then we see it was serviced at Walls Ford in Salisbury, MA in Feb 2018, with no entry for a new MA title or registration. So, we know the car has FL tags, and is owned by someone in OK, and the vehicle was in MA for service, twice, 14 days apart (small mileage difference at time of service). The first service was for an oil leak, and the next appears to be a regular service. Then we see it was yet again renewed with FL tags by someone in OK. Then it appears for sale in Richmond, VA.
So the original owner is located in Tulsa, OK. A quick google reveals that car rental companies have or had a large presence in Tulsa, and at least one (Hertz) is HQ'd in FL.
Lets add it up: FL tags, ownership addressed in OK, physically located in MA and now up for sale in VA. The vehicle was in service for 18 months before being sent to auction. All this just reeks "RENTAL CAR".
For a leased vehicle, I would expect the tags/title and service records to be from the same state, or from bordering states (to include folks who live near a state border and shop 'over there')
I would say, with high confidence, that this example vehicle was a rental.
Not FBI-level sleuthing, but gives a clue.
Dont quote me, but I heard there was a major reason car dealers tend to congregate in FL and cars with FL tags abound, and that's that Florida has some wacky dealer-protecting anti-consumer laws on the books...
