Repainted rear bumper step

Any idea how that plastic pad it held on? Do I just pull up on it?

Ok, I figured it out. 4 1/2" nuts under the bumper, a pain to get to one especially the one behind the spare tire.
I used Rust Oleums undercoating spray. You would get a more textured finish if you used the rubberized undercoating.
