Steering wheel controls not working

None of my steering wheel controls are working. No matter how hard u push they dont work. But the lights come on and illuminat them just no actual function is performed when they are pressed. Bad clockspring?

possible or could be bad switches There is test procedures for checking the switches in the Ford Service manual
