Whole strip of fuses not working!!!!

I tested all the fuses in the fuse box ,under the dash 6 don't work, their for the headlamps, tranmission range switch, gem module, audio, starter relay. Although the truck seems fine, why won't these fuses read they have power going to them? Also, under the hood ,on the main fuse box, the first 2 fuses (10a and 15a), won't work either,WHAT IS UP????

did you check with the key on? some/most only come on with the key

yes, it just doesn't register that they work.I replaced them all, thinking one would cause more to not work. Nothing seems to be wrong, and I'm also testing it with a cheap ass test light, but that same light will pick up even the smallest fuse, so you tell me...

Allright, I got the Multimeter out, and the ones under the hood are fine, but the ones under the dash are still not showing up. Is there any other spot to check, maybe something's loose?:confused:
