Results of second test confirm first.

Doors shut.

With F18 in no volts between F24 and pin 10 c270e.

With F18 in and 25 minutes elapsed, 9.45 volts between the two. Electric windows still working as well.

All fuses in, see page 8 for running the cluster self test. I would have the engine running at idle. It will not show the failure we think is happening but if it doesn't run the test it adds as weight to a cluster problem.

Your assumption is correct on the investment amount for doing it correctly. With no guarantees it fixes it. Who says it is only one failure, could be more than one. Personally I would wait for a major failure in the cluster - as in doesn't work.

The band aid fix would be installing a switch to kill power from F1.18 to the rest of the circuit.

I had to remove F18 to get it to go into the test mode. I put F18 back in once it went into test. I was able to step thru all the tests, all the ones that i could "see" appeared to work. Lots of of Hexadecimal and port data displayed.

How do I install a switch to kill F18 power?

Depends on the type of fuse they used. It would be good if you could fit in what is in the link.

The top socket would have the existing 10a fuse, red wire would go to a switch. Return from the switch would go to the socket right side above the male pin.

Basicaly you are moving the fuse out of the cjb to a branch circuit that has a switch in series with it. Power returns to the cjb on the one leg of the original fuse that leads to the connectors 270j & e.

so when you say a switch, is this a physical switch like a light switch or something electronically that would take care of the problem?

1. So I would toggle the switch to shut off engine and toggle to restart?

2. Right now I have F1.F24 out, car starts/stops fine. The only items not working (that I know of) are -
  • Battery saver relay (wherever it's located)
  • Glove box light
  • Under hood light
3. One thing I don't understand (well lots actually but) is when all the fuses are in, the car will not attempt to crank. It makes no noise that I can hear, it's like there is no battery attached.

4. So other than the switch, any other areas you want me to explore?

5. How did you find out about the timer delay in the instrument cluster? I've been looking around and can't seem to locate any reference.

You would toggle the switch to turn power on and off to the circuit it is installed on.

With all the fuses in the starter relay doesn't work for some reason. It will either loose the power or the ground.

Assuming a timer delay may just shut off when the door opens. VW has modules that go to sleep after a certain amount of time. I think VW and Ford use the same electrical engineers with all the electrical problems they have.
