4WD Vacuum Parts Missing

I have a 2021 Expedition Max Limited with CCD, Heavy Duty Tow, 4x4...bought new end of May 2021. Currently has ~20k miles.

This winter I noticed some noises from the 4WD. I got to looking and the right IWE is covered in grease and has sprayed grease all around it. When I got to looking some more, the IWE vacuum lines (driver and passenger) do not connect to anything. There is also no vacuum reservoir, solenoid, or any lines tying that into the intake or IWE actuators. The lines from the IWEs just come up to the top of the struts and are just open-ended. It also does not look like there is a plug coming from the harness to connect to a solenoid if one were there. This must mean the IWEs are always engaged. Is it supposed to be like this? The parts website shows all of those other lines and components should be present and I can see them all on my 2020 F150 Platinum (look like mostly the same parts). Was this just a major whiff on my build at the factory or was there some change to eliminate that system (seems unlikely)?

The one picture that does show the vacuum reservoir and solenoid are from my 2020 F150, all others are from the 2021 Expedition in question.

It seems that it is missing from the factory! I was pretty annoyed that they missed the FX4 emblem in the tailgate but that is in a different level. For sure go to the dealer and request an explanation!

My 2021 limited stealth is the same way. I don’t know why But hubs are always engaged that way. Great for mileage. Don’t know if because of a4 or not. TSB for hub problems on f150 and exp plugs off vacum to eliminate problem. Fords stupid fix
