03, A/C only cold on Defroster

New to page, I have a 2003 Expedition FX4 and the A/C only gets cold when the defroster is on, I have no power to any part of the A/C system when it's in the normal operation via A/C button and MAX switch, pressure is at specs and all fuse have been checked with a meter, would you guys have any suggestions.

Check the function selector switch with a meter.
