4X4 not engaging

I have a 99 5.4 EB. I have been working on debugging the 4x4 system. When I start the expe, the 4x4 and 4x4 Low lights all come on on the dash. That is as far as it goes. The torque transfer system does not work at all. The rear tires will spin without the front system engaging. When I turn the switch to lock it in, i can hear the solonoids click in the dash, but nothing happens. The dash lights do not come on and I am still in 2WD. I have taken the dash switch out hoping for the "best case scenario". The switch OHM's out just fine. My next thought is that the shift motor is bad or locked up, but I'm not sure about that because the AWD system is not working. I can see if the sytem worked and I just couldn't lock it in and use low range. Any thoughts about what is going on or what I need to check?

Something to check. Get in the truck, move it to a loose surface (or grass) and put it in 4wd and have someone watch the front driveshaft as you do a small burnout. If the front driveshaft is spinning then it has something to do with the center axle disconnect. If it doesn't then you can eliminate that as an issue.
