98 Expedition Turn Signal Lever

Should the turn signal lever be illuminated when the dash lights are turned on? Mine doesn't and if they should, how do I change the bulb?

Thanks for the input guys. It's been 7 years since I've owned a 1st gen Expedition. I bought this back in July and have slowly been working the bugs out of it. Today the seat bottoms are getting new leather and foam and then we're headed to Colorado for a week of R&R on Thursday. It will give me a chance to finally road check (1400mi) the suv.
