From what I remember there are a few things to check. The first ( not trying to be an A** ) does your headlight switch have the two dials one for panel dim and the other for auto lamp? if so have you checked to see what the time interval is set at for the auto lamp?

Other than that for DRL's there should be a resistor assembly behind one of the headlights, do not remember exactly which one. But I belive pass. side.

There should also be a DRL Module in the dash, I belive behind the glove box or some where on the pass. side.

I have also seen where if the headlight relay ( in this case the high beam relay due to the indicator light ) goes bad sometimes it will keep conection and cause the same problem.

Hope this helps.

If fuse #9 in the under hood box only dissables the fog lights, then it sounds more like an issue with the Auto lamp feature or a relay. The factory DRL system gets it's only power feed from fuse #9 under the hood and the only two circuits on that fuse are the DRL if equiped and also the fog lights. I hope some of this helps it's late and I may be forgetting something.
