Not without disabling the Battery monitoring system in forscan, from what I understand. This may result in a permanent warning light being displayed on the dash. Best bet is to look into the auto start-stop eliminator and not attempting it through forscan.

I tried to disable it with forscan. The program wouldn’t even let me. I purchased the auto eliminator instead.

I used this method for Bambi Mode. There's also a lot of other modes that can be done this way as well. It is so much easier and less apt to make a huge mistake. Also, remember to always backup before making changes.:
Once in Forscan, go to Configuration and programming, BdyCM Configuration
Up on the filter search, type high
Click on Fog lights if high beam is on
Enable it and check
Click write
