Gas tank won’t fully fill

I had a old diesel forklift that would take a full tank of fuel but only run maybe thirty minutes to an hour and shutdown. Let is set for awhile and would run again for short time. After taking it apart I found out the dealership had left a inspection sticker by the tank manufacturer inside the fuel tank. It would float down when motor not running but got sucked up when running. Tag would stop flow of fuel. Crazy how things go sometimes.
