After months of reading posts, viewing videos, and quizzing everyone I found a soulution for this problem.

1-Most vacuun systems have old cracked hoses. Even the small hard plastic ones. These need pulled and replaced.

2-after the above, go to a Ford tech. Get an AC diagnostic. $40-50. You likely find the AC control unit is deficient. They will try to sell you one for $400-500 installed. Don't.

3-either with eBay, or your local salvage yard will have a wrek that approximates your specific model. Pull your lower control unit out (the dash cover pops off). Disconnect the electric and vacuum lines. Connect the vacuum and electric and reinstall.
90% likely done! Cost at salvage $30. Cost on eBay (also from salvage) $130. Pull your own. Lincoln Navigator models often have the exact dash and components as your Expo.

Be bold. Stop asking start doing.
