I vaguely recall the Blue wire being "blunt cut and dipped" and tied or wrapped or taped back where the trailer would connect. A say vaguely as I installed an aftermarket trailer interface on my 2007 (don't think there was a factory version 20 years ago) and that's where it was. There may also have been a fuse that had to be installed in the under hood box. (Look on page 232 et seq in the 2017 Owners Manual for trailer tow applicable fuses.)
