Hi There. I may be two months too late, but I just went down this path myself.
Luckily my Brother is the Parts Manager at a Ford Dealtership (about 35yrs experience) and my mechanic's family owns a Ford Dealership. With that said, I was able to get the OEM Brake Controller part. My 2015 XLT EL has the non-heavy duty towing package. So I have a 2" receiver and a 4 pin connector on the rear. So we installed the TBCM (Trailer Brake Control Module) and plugged it into the existing wiring harness that was coveniently connected to the 'dummy' port of the placeholder cubby.
My mechanic tried to program the system to take part, but his ODB2 system didn't know the codes. He later did a compare with another customer's Expedition Limited that has the HD Towing package while I looked up the codes in some F150 forscan spreadsheet. He compared my settings to that of the other Expedition and we found that the EXP codes match up with what they tell you to change for the F150. I ordered that ELM module and downloaded forscan. When the Module arrived, I connected it up and we changed both the Trailer Brake Gain value as well as the other TCBM setting. We cycled the key and sure enough the Trailer Brake controls appeared in the Towing area of the cluster. Also now when I pinch the TBCM, the screen reacts.
We did also have to replace the trailer electrical receptacle on the back from a 5 pin to a 4/7pin. Some previous owner had spliced in a 5 pin adapter to add backup light.
In the end, yes, Forscan does what we want it to do, enable the Trailer Brake controller on a Expedtition. I had to add some additional hardware to get it the way I want it.
