Strong Fuel Smell after Refueling

Usually any kind of fuel vapor leak will give you a "Check Engine" light and send a code. That's because the car pressurizes its fuel vapor system each drive cycle and checks it for leaks. But an actual fuel leak, like the one above, if the system still holds vacuum won't send a code.

I checked the codes and nothing was found.
