01 headlight

hello, im new to the forum and could use some help. i recently purchased 01 expedition. the drivers side low beam is out i have tried switching the headlights to see if it was the bulb which it wasnt so now im thinking its a fuse. read its fuse 28 in central junction box. looked at fuse box by steering wheel and there is no fuse 28 or 26 which is passenger side light. please help am i looking in the wrong place for the fuse?

Assuming the 01 is wired like my 99, the cjb is located left driver side bottom dash area. Both are 10 amp.

My friend had a similar issue with his 01 f150, his truck was previously wired for a plow so the connector that hooks on to the bulb was hacked up so eventually that made one light stop turning on. Just a possibility, so take a look at the connector too and make sure all the wires seem to be in good condition
