03 4.6l wont turn over or crank

My wife stopped at station to get gas Thursday, turned it off and it wouldn't start or turn over when she got back in. When I got there every thing seemed to work, lights were bright so didn't think battery was dead but jumped it anyway, still nothing. Pulled gear lever to low put back in park still not turn over, put in neutral still nothing. Pulled home and jumped starter from battery lug to solenoid lug and it works great, spins engine over fast. Turned switch on jumped starter and wouldn't crank, just spin over no start. So its not firing plugs and or injectors either. I can hear fuel pump running. Pulled and checked every fuse and relay all were good. Hooked up laptop with obdii code reader and would not connect to read codes, just like switch was off. Found this thread http://www.expeditionforum.com/f41/03-no-crank-no-clicking-22188/index3.html
checked pin 85 & 86 no ground or power on relay1. So does this mean the PCM is dead.
Is there a way to test PCM?

I'm checking the wiring manual, but if there isn't power on the relay that means a break in the wire or blown fuses.

Check the following fuses:
F1.101
F1.102
F1.5

PCM Power Relay

Check fuses with a test light or dvm - not visual inspections.

And the standard - is the theft light blinking fast?

check to see if the front cigar lighter works
if not the fuse is blown #41 20A
that fuse also is the power for the OBD II port

Are these fuses in right kick panel?


PCM Power Relay
I checked all relays in right kick panel. Hooked + - side of coil to battery.
When coil inergized contacts made.

Check fuses with a test light or dvm - not visual inspections.
Used fluke dvm.


And the standard - is the theft light blinking fast?
No its blinking the same.

yes they are in the right kick panel
do you have the owners manual??

PCM relay is in the central junction box with the other fuses - F1.*** - location is "under dash RH side" Looks more like the kick panel to me in the drawing.

Check for power on the load side of the pcm relay, usually pin 30. Some may wire it to pin 87 or 87a. Even though you hear a click when you apply power to the coil, you don't know if the contacts are good on the load side or if that side has power.

Did you check fuses for power with the ign in the run position and at both test points on each fuse?

I have unhooked the battery now odo in instrument panel shows no mileage just

Has 12v on pin 30. I can jumper pin 30 to pin 87 in fuse panel and the starter will spin engine but not crank with switch in run or start position.



Even though you hear a click when you apply power to the coil, you don't know if the contacts are good on the load side or if that side has power.
I checked all relays in right kick panel. Took everyone out Hooked + - side of coil to battery. When coil inergized contacts pin 30 & 87 made tested with fluke on ohms .

No I just checked continuity of fuses.

1) I hope we are talking about the pcm relay - upper right hand corner of central junction box. If you jump that can you connect the code reader to the pcm and communicate?
2) Make sure the fuses have 12v on both sides with ign in run position.
3) pm me your email address
4) Just for giggles, if you can check fuel pressure it would be nice to know what the cranking pressure is. We need to establish if you have more than one failure occurring.

Thanks for the info bedrck - relays not serviceable my ass.

Give me a good shot of the pc board and an internet connection, I will find the relays. If they can solder them on there, I can desolder them....

64Dodge - this problem has cropped up on here before with no real solution other than it started working again after the fuse block was removed and inspected for burn marks on the pc board. (Thanks to bdrck46 for that info).
I also vaguely remember something about areas burning on the board.

You may try unplugging the fuse block, taking covers off, inspecting and plugging it back in.

fuses on the wiring prints are listed as F1.*** but in the owners they are listed as Fxxx so fuse F1.101 would be the same as F101
